Why you cannot tell from the title

Titles read like "Supply of Apple iPhone 17 / 18 Pro" or "Stationary Valve Regulated Lead Acid Batteries" — a description of the goods, with no signal about the procurement route. The route is inside the document.
The one reliable signal: the bid number
Every GeM bid carries a bid number in a fixed format:

That string is the answer. If it is in the PDF, the tender is on GeM and the bid number is what you search for on gem.gov.in. It usually sits on the first page, labelled Bid Number, next to a GeM-ARPTS reference.
The limit worth knowing about
Not every GeM document can be read this way. about a third of the GeM PDFs we sampled were scanned images with no text layer — nothing to search, by any tool. Those have to be opened and read by a person.
